This is hard and difficult for owners who feel they failed and upsetting for the returned dogs.

PSPCA has always sought ways to reduce returns. Reports from other shelters have shown that giving a free, dog training DVD to each adopter provides these new owners with the information they need to communicate and work with their animal and drastically cut the number of returns to shelters.

Recently, the PSPCA obtained a great DVD, but knew they did not have the funds to create the thousands of copies they wanted to give away.
